This work is by Utagawa Kuniyoshi, who was recognized for his exceptional drawing ability from an early age, and later went on to work in a wide range of genres including landscapes, portraits of beautiful women, and portraits of actors.
At the age of 30, Kuniyoshi painted a samurai portrait of the heroes in "Suikoden" (The Book of Suikoden), which became popular and earned him fame as a "Ukiyoe artist of strange ideas.

This "Cat's Isuzu" was originally an ukiyoe painting for use on a fan, and is called uchiwa-e (fan painting).
Most of the extant examples were not used as fans, but were displayed for ornamental purposes, and ukiyoe painters such as Kuniyoshi became popular at the time for their fan paintings.
Kuniyoshi was very famous among people living in Edo for his love of cats, and a number of his works featuring cats have been discovered and are kept in museums and art galleries as documents. One of his most famous works is "Neko no Suzumi," which depicts a group of cats going for a cool evening on a houseboat.
One of the most famous works in the series is "Neko no suzumi," which depicts cats going for a cool evening ride on a yakatabune. The geisha cats are welcomed by the boatman and his guests holding abalone in their hands, and the title "Neko no suzumi" is framed by dried bonito flakes, which shows the abundant humor of the cat-loving Kuniyoshi.
